Abdullah Hasrat, the Paktia governor’s spokesman, said most of the injured people were civilians.

"The first explosion took place in an area where people had lined up to apply for national ID cards and passports. The second blast occurred near the university hostel," Hasrat said.

He also stated that at least six attackers were killed in a retaliatory action by the Afghan forces.
