Diploma engineer seeks mercy killing for not getting government job despite office, court rounds

Kangra, Oct 7 (UNI) A 59-year-old 1988 year batch diploma holder A B Rajbansh, who had been struggling for getting a job in the government sector for the last nearly three decades, has approached President of India for either getting his job issue settled or grant him permission for mercy killing.

Rajbansh, a member of Schedule Caste community and weaker section of the society living below the poverty line (BPL), resides at Ansoli village in the outskirts of this town having diploma in Mechanical Engineering, Apprenticeship trained, established three Limca Book of Records Edition 2005 and recipient of Commendation Award with a Reward from SP Vigilance(North) Dharamshala in FIR 1/1990, for assisting Vigilance against corruption case.


Rajbandh claimed to have moved from pillar to post for getting a job but without any result. He claimed that Himachal Pradesh High Court, while considering his simple letter as a petition addressed to the Chief Justice carrying his grievances about the employment, had passed order in his favour vide CWP No. 189/1993 on 8/7/1993 that in case respondents want to fill up any available post in the department (PWD) and the name of the petitioner is sponsored by the employment exchange, his case would be considered sympathetically keeping in view the fact that the petitioner belong to the weaker section of the society.


Rajbansh, in his letter, said his employment card is valid so for under registration: 640/86/81(200601820) for matriculation jobs from February 1986 and Diploma level jobs from December 1988. He claimed that he remained in touch with the department for his job of any kind from the date of order passed by the Himachal Pradesh High Court, but he alleged that he was always ignored with the excuses that ban is imposed by the government on any type of recruitment and secondly without financial approval he can not be adjusted.


Rajbansh also said PI.Suvrathan the then Principal Secretary PWD vide his letter: PBW-A-B-(13)5/97-111 dated: 23/4/2003 had informed the National Commission for Scheduled Caste, Chandigarh had argued that imposition of ban on recruitment by the government and for want of financial approval his appointment was not possible.


He further said following a RTI revelation it was found that during period of 1993 to 2010-11 appointments in thousands on daily wage basis were made all over the state in all divisions in all main wings: B & R, Mechanical and Electrical and after some time all these candidates were regularized, he claimed.


Raajbansh was shocked on receipt of the RTI report when found his Junior candidates were enjoying government jobs and he remained unemployed till he touched age of 59 years. Now, he is claiming his service and retirement benefits from the date of order i.e. 8/7/1993.
He alleged that he was deprived of an employment through deliberate and willful disobedience by the government of the orders of Court.
In his email to the President of India, Rajbansh has sought permission of mercy killing on the ground that his life has become meaningless and charmless due to the trauma he has faced all these years.
