Quantum Leap! C-DOT, Synergy Quantum build game-changing crypto risk detection tool
In a significant move to fortify India’s cybersecurity framework against emerging quantum computing threats, the Centre for Development of Telematics (C-DOT), the premier telecom R&D institution under the Department of Telecommunications (DoT), Government of India, has signed an agreement with Synergy Quantum India Private Limited, a deep-tech sovereign quantum security company offering comprehensive post-quantum cryptography solutions across hardware and software domains.
The agreement seeks to jointly develop an automated tool designed to detect, classify, and report quantum-vulnerable cryptographic algorithms in target devices.
The primary objective is to build a robust scanning solution capable of identifying the cryptographic algorithms and security mechanisms deployed within a device.
The tool will assess security vulnerabilities, clearly distinguish between quantum-safe and quantum-vulnerable algorithms, and generate detailed reports highlighting vulnerable algorithms, their specific functions, and their precise locations within the device. This will enable organizations to undertake informed and strategic migration planning toward quantum-safe security frameworks.
The proposed solution will comprise three core modules:
Web Application: An external black-box scanning system (with or without login credentials) to analyze network traffic, conduct vulnerability assessments, and evaluate quantum-related risks.
Security Scanner Agent: An internal scanning agent deployed on devices to examine cryptographic libraries, endpoints, and container environments for vulnerabilities.
Control Software: A centralized management system to oversee agent installation and uninstallation, initiate scans, and aggregate findings into unified vulnerability reports.
This collaboration is expected to deliver a fully integrated, commercially deployable solution that could transform how organizations evaluate their cryptographic readiness for the quantum era. The initiative will enable early detection of cryptographic weaknesses across critical sectors—including defense, telecommunications, banking, government networks, and enterprise applications—facilitating a proactive transition to post-quantum cryptography.
The partnership aligns with the national vision of strengthening indigenous research and innovation under the “Atmanirbhar Bharat” initiative, while enhancing India’s capabilities in emerging and secure telecom technologies. A key prerequisite for quantum migration will be conducting a comprehensive cryptographic inventory, followed by structured implementation of quantum-safe algorithms.
Speaking on the occasion, Dr. Rajkumar Upadhyay, CEO of C-DOT, said, “As quantum computing advances, traditional cryptographic systems face unprecedented challenges. This collaboration with Synergy Quantum reflects our commitment to developing indigenous solutions that safeguard India’s digital infrastructure, in line with the vision of ‘Atmanirbhar Bharat.’ By combining C-DOT’s telecom and quantum research expertise with Synergy Quantum’s specialized capabilities, we aim to create tools that address both present and future cybersecurity needs.”

The agreement signing ceremony was attended by senior officials from both organizations, including Shikha Srivastava, EVP at C-DOT; Mr. Jay Oberai (Co-Founder & CEO), Vipin Rathi (Co-Founder), Air Marshal G.S. Bedi (Retd.), Vice President of Business Development (Air Force), and Col. Ajay Singh (Retd.), COO, from Synergy Quantum India.
