Jammu and Kashmir Reservation (Amendment) Bill, 2019 introduced in Lok Sabha

New Delhi, Jun 24 (UNI) A Bill giving the benefit of reservation to the persons residing in the area adjoining the International Border (IB) in Jammu and Kashmir was introduced in the Lok Sabha on Monday.

The Jammu and Kashmir Reservation (Amendment) Bill, 2019, seeks to provide benefits of reservation in direct recruitment, promotion and admission in professional courses on par with those living along the Actual Line of Control.

The Bill will replace an ordinance issued by the previous NDA government under clause (1) of article 123 of the Constitution.

The Bill was introduced by Minister of State for Home G Kishan Reddy on behalf of Home Minister Amit Shah who was also present in the House.

A few members raised procedural objections to the introduction of the Bill which were rejected by Speaker Om Birla.

According to the statement of objects and reasons, the Bill shall meet the long pending demand of the people residing in the areas adjoining International Border for their overall socio-economic and educational development.

It will enable a large number of people residing in the areas adjoining International Border to reap the benefits of reservation as available to persons residing in the areas adjoining the Actual Line of Control.

They can now avail benefits of reservation in direct recruitment, promotion and admission in different professional courses.

Due to continuous cross border tensions, persons living alogn the International Border, suffer from socio-economic and educational backwardness. This situation often compels departure of these residents to other safer places thereby having an adverse impact on their economic condition and educational status.

The Bill once passed by Parliament will amend the Jammu and Kashmir Reservation Act, 2004 to bring persons residing in areas adjoining the IB within the ambit of reservation, on par with those living in areas adjoining the ALoC.

People living in areas adjoining the IB in Jammu and Kashmir were not covered by the Jammu and Kashmir Reservation Act, 2004 and Rules, 2005.
