Lucknow, June 7 (IBNS) Uttar Pradesh Minister Totaram Yadav has triggered a controversy as he said that rapes occur in the state due to 'mutual consent' of boys and girls.

Speaking to media, the Minister said: "Rapes occur due to mutual consent of boys and girls."

Yadav belongs to the ruling Samajwadi Party.

SP supremo Mulayam Singh Yadav had earlier created a controversy as he   referred to the Mumbai Shakti Mills gangrape verdict of death sentence to rapists and said the boys made mistake but the punishment should not be hanging.

"Boys make mistake," said Mulayam and even said that the girl complained of rape because she had differences with the boys.

Mulayam was speaking against the new stringent anti-rape laws under when the Mumbai gang rape convicts were tried. He said the boys should not be hanged.
