Big boost to India–Brazil ties! Landmark postal MoU signed during Lula's visit
India and Brazil on Saturday signed a Memorandum of Understanding (MoU) on cooperation in the postal sector, marking a significant step toward strengthening bilateral collaboration in postal services, digital transformation and inclusive service delivery.
The agreement was signed by Communications Minister Jyotiraditya M. Scindia and Brazil’s Minister of Communications Frederico de Siqueira Filho during the State Visit of Brazilian President Luiz Inácio Lula da Silva to India.
The MoU establishes a comprehensive framework for cooperation between India’s Department of Posts and Brazil’s Ministry of Communications, aimed at enhancing strategic partnership and promoting knowledge exchange in the postal domain.
Under the agreement, both sides will collaborate in key areas including:
Exchange of best practices in postal policies and operations
Strengthening Universal Service and addressing systems
Digital transformation, e-commerce logistics and postal financial services
Capacity building, training and technical exchanges
Joint strategic initiatives and projects of mutual interest
Enhanced coordination in multilateral forums, including the Universal Postal Union
Promotion of South–South cooperation for inclusive and sustainable growth
The partnership will be implemented through exchange visits of officials and experts, joint workshops and training programmes, and structured information sharing between the two countries.
The MoU reflects the shared commitment of India and Brazil to modernise their postal systems and leverage extensive postal networks as engines of economic growth, financial inclusion and last-mile service delivery.

India will share its experience in large-scale postal transformation, particularly in digital services, e-commerce logistics and citizen-centric public service delivery. The agreement is also expected to strengthen the financial sustainability and operational efficiency of postal operators amid rapidly evolving market conditions.
The MoU will remain in force for an initial period of five years, with provisions for automatic renewal, and will be implemented in accordance with the laws and regulations of both countries.
The cooperation further reinforces the growing India–Brazil Strategic Partnership and deepens engagement between the two major partners from the Global South.
