Senior Haryana IPS officer who died by suicide alleges 'mental harassment' by seniors in 8-page note

Senior IPS officer from Haryana, Y Puran Kumar, who died by suicide at his Sector 11 residence in Chandigarh after allegedly shooting himself with his service revolver, has left an eight-page note accusing 10 senior officers of “mental harassment” and conspiring to destroy his professional career, media reports said.

According to police, Kumar’s body was discovered in the basement of his house by his daughter on Tuesday morning.

The note, written in his own handwriting, details prolonged psychological pressure and alleged victimisation by his superiors.

Police said the 2001-batch officer appeared to be disturbed over his name being included in a bribery case without the state government’s approval.

The case was registered by Rohtak Police on Monday based on a complaint from a liquor contractor, who alleged that Kumar’s aide, Sushil Kumar, had demanded a bribe of ₹2.5 lakh in the IPS officer’s name.

While Sushil was arrested, Kumar’s name was mentioned in the FIR, though officials confirmed that the document had not been uploaded online.

NDTV, quoting sources, reported that the case is linked to a corruption investigation in Rohtak that Kumar himself had initiated earlier in his tenure.

The officer had also recently written to Chief Minister Nayab Singh Saini, questioning the promotions of certain IPS officers, alleging that they were granted “illegally” in violation of Ministry of Home Affairs (MHA) guidelines and based only on the consent of the Finance Department.

Kumar, born on May 19, 1973, was an engineering graduate and had a long career in the Haryana Police. He was transferred on September 29 to the Police Training College in Sunaria, Rohtak, after serving as the Inspector General (Rohtak Range). He was due to retire on May 31, 2033.

While Chandigarh Police has not yet disclosed the names of the officers mentioned in the note, officials confirmed that an inquiry has been initiated.

The tragic incident has sent shockwaves through the Haryana Police force, with senior officials describing Kumar as a “disciplined and dedicated officer.”
