Assam CM directs to complete 14th Finance Commission schemes within next 3 months

Guwahati/IBNS: Assam Chief Minister Sarbananda Sonowal on Monday interacted with Block Development Officers across the state in presence of Deputy Commissioners, Chief Executive Officers of Zila Parishad and District Development Commissioners through video conference at Janata Bhawan in Guwahati and reviewed the progress of various schemes being implemented at the villages by the P&RD department.

The Chief Minister stressed on the need to focus on providing job opportunities to migrants workers hailing from Assam who have returned the State recently during the video conference.

Stating that the Panchayat & Rural Development department could be the biggest contributor in strengthening rural economy, the Chief Minister asked the BDOs to carry out schemes which would create assets in society and provide job opportunities to the youth who have returned to their villages with avenues for income generation in future.

Further directing to complete all schemes which are being implemented under 14th Finance Commission within next three months, the CM instructed the BDOs to submit progress report of all works to Deputy Commissioners in every ten days so that same could be reviewed for necessary interventions to ensure timely completion.

Sonowal has directed the DCs to identify skills of the migrant workers who have returned to their respective districts and engage them in schemes suitable to their capabilities.

He also asked the DCs to take steps for settlement of all land related disputes for expeditiously carrying out PMAY and MGNREGA works, besides evaluating utility of assets that have already been created under different schemes of P&RD department.

In view of several complaints of anomaly received on disbursal of Rs. 1000 provided by the Government to non-NFSA card holders following coronavirus induced nationwide lockdown, the Chief Minister instructed the DCs to find out those involved in the misconduct and take steps for bringing them to book.

Further, to ensure transparency in the ongoing and future schemes, he asked the BDOs to designate a group of people involving GP member, opinion leaders and volunteers to keep record of daily attendance of job card holders and supervise the works to maintain quality.

Moreover, the Chief Minister directed the BDOs to regularly interact with renowned persons of the locality and inform them about the progress of schemes being implemented as well as obtain their views on the quality of works.

He also asked them to provide detail note on every scheme to the GP presidents and secretaries so that same could be brought to the knowledge of the people at large promoting greater involvement of the community in the schemes.

Minister of State (i/c) for P&RD Naba Kumar Doley, Minister of State (i/c) Revenue & DM Jogen Mohan, Chief Minister’s Media Adviser Hrishikesh Goswami and Legal Adviser Santanu Bharali, Principal Secretary of P&RD department JB Ekka, Principal Secretary to CM Sanjay Lohiya, Special Commissioner to CM Ranjan Chakravartty, Secretary of P&RD department Hemen Das and other senior officers were present in the video conference.
