2019 NRC list not final, State Coordinator tells Gauhati High Court, 4795 ineligible person names included in list

Guwahati/IBNS: The NRC list which was published on August 31 last is not final, Assam's NRC State Coordinator Hitesh Dev Sarma told Gauhati High Court by submitting an affidavit.

The State Coordinator also told the high court that the final NRC is yet to be published by the Registrar General of India.

Hitesh Dev Sarma termed the NRC list which was published on August 31 last year as a supplementary list of NRC and told the high court that, 4795 ineligible person names were included in the list.

The NRC State Coordinator had submitted the affidavit on December 3 and said that, the final NRC is yet to be published by Registrar General of India (RGI) as per Clause 7 of the rules under the Citizenship (Registration of Citizens and Issues of National Identity Cards) Rules 2003 and the RGI is silent on final publication of the NRC.

“Altogether 10199 numbers of formal requests were received from DRCRs to change the results of NRC. Out of 10199 persons, a total of 5404 numbers were for changing the result from ‘Reject’ to ‘Accept’ and a total of 4795 numbers were for changing result from ‘Accept’ to ‘Reject’. It was found that the DRCRs requested to change results of NRC from ‘Accept to Reject’ for 1032 ineligible persons belonging to Declared Foreigner (DF), Doubtful Voter (DV), Person having cases pending at Foreigners Tribunal (PFT), their descedents (DFD, DVD, PFTD) and for 3763 numbers of person who were found ineligible for other reasons, which are still included in the NRC,” Hitesh Dev Sarma said in the affidavit.

The NRC list in Assam was published on August 31 last year under direct supervision of the Supreme Court and it excluded 19 lakh persons.

By issuing a press statement, then State Coordinator Prateek Hajela called it the ‘Final NRC’.

In the affidavit Hitesh Dev Sarma said that all anomalies which were detected in the published NRC list were communicated to the RGI in February this year.
