NHRC issues advisory to ensure welfare of transgender persons

New Delhi/UNI: The National Human Rights Commission (NHRC) has issued a comprehensive advisory, underscoring the welfare of transgender persons, to the Central Government, State governments, and Union Territory administrations.

The advisory emphasizes the need to tackle discrimination and enhance the overall well-being of transgender persons, who continue to encounter obstacles in various aspects of life, despite legal progress.

The NHRC has called for the immediate implementation of its recommendations across six crucial areas: education, healthcare, employment, inclusivity, welfare, and grievance redressal.

The advisory has garnered attention for its forward-thinking proposals, including recognition of transgender children's rights to family pensions, inheritance of ancestral agricultural land, and issuance of multi-purpose identity cards for accessing government schemes.

The NHRC has urged the establishment of Transgender Welfare Boards and Transgender Protection Cells at state levels to monitor and respond to cases of offenses against transgender persons and emphasized the importance of creating safe and inclusive educational environments for gender non-conforming students, protecting them from bullying and harassment.

The NHRC's advisory also advocates for greater representation of transgender individuals in civil services, with a call to include 'Third Gender' as an identity category.

The advisory also recommends the provision of separate washrooms for transgender persons in all public places, the promotion of talent showcases for the transgender community, and the consideration of old age home facilities tailored to their needs.

Lastly, the advisory addresses the corporate sector, suggesting the incorporation of welfare activities for transgender persons explicitly in Schedule VII of the Companies Act, 2013.

This would enable companies to include transgender-focused initiatives in their Corporate Social Responsibility (CSR) activities.

The NHRC has set a two-month deadline for receiving action-taken reports from concerned authorities, signaling its commitment to driving positive change for the transgender community in India.
