University of Liverpool set to open campus in India. Know the city where it will be established

The LoA was formally presented by Dr. Vineet Joshi, Secretary, Department of Higher Education and Chairman, University Grants Commission (UGC), to Professor Richard Grose, Provost of the University of Liverpool Bengaluru. The ceremony was held in the presence of Union Education Minister Dharmendra Pradhan, External Affairs Minister S. Jaishankar, and Yvette Cooper, Foreign Secretary of the United Kingdom.

Senior dignitaries from both India and the UK attended the event, including Vikram Misri, Foreign Secretary of India, and Lindy Cameron, British High Commissioner to India.

Earlier, the University of Liverpool was issued a Letter of Intent (LoI) on 26 May 2025 in New Delhi under the UGC (Setting Up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023. Over the past year, the university has completed the required academic, infrastructural, and regulatory preparations.

Following a detailed assessment of its readiness and compliance with regulatory requirements, the UGC has now granted the institution permission to commence operations in India.

The Bengaluru campus will initially offer undergraduate and postgraduate programmes in disciplines such as business management, computer science, game design, finance, and biomedical sciences. The university also plans to expand its academic offerings in the coming years.

The establishment of the campus represents a significant milestone in the implementation of the National Education Policy (NEP) 2020, which emphasises the internationalisation of higher education through enhanced academic collaboration, student mobility, and the entry of reputed global institutions into India.

Education cooperation remains a key pillar of India–UK bilateral relations, and the launch of the University of Liverpool’s India campus is expected to further strengthen academic and institutional ties between the two countries.

Its decision to establish a campus in India reflects the growing appeal of India’s higher education ecosystem, supported by progressive regulatory reforms and expanding opportunities for global collaboration.

The opening of such world-class institutions in India is expected to broaden access to quality higher education and deepen international academic cooperation.
