Big boost for India’s highways as NHAI signs landmark deal with Norway
To strengthen technical expertise in the development of national highway infrastructure, the National Highways Authority of India (NHAI) has signed a Memorandum of Understanding (MoU) with the Norwegian Geotechnical Institute (NGI) in Oslo, the Indian government said on Friday.
The collaboration reflects NHAI’s commitment to developing and maintaining India’s national highways to global standards by leveraging NGI’s internationally recognised expertise in geotechnical engineering and natural hazard mitigation.
The partnership marks a significant step towards strengthening engineering capabilities, particularly for projects in geologically sensitive and challenging terrains.
The MoU aims to bring advanced international expertise to support the planning, design, assessment and monitoring of critical infrastructure projects, including tunnel construction, slope stability analysis, slope monitoring and institutional capacity building.
Under the agreement, NGI will provide consultancy services such as site characterisation for tunnel projects, preparation of feasibility studies and Detailed Project Reports (DPRs) for upcoming tunnel works, structural assessments and safety audits of operational tunnels, and advanced slope stability assessments to identify potential hazards and recommend mitigation measures.
The collaboration will also include the analysis and interpretation of InSAR data for slope monitoring and the development of early warning systems to enhance infrastructure safety.
A major focus of the MoU is institutional capacity building and knowledge exchange. Both organisations will work together on research and development initiatives aimed at reducing natural hazards and improving engineering resilience.
Technical capabilities in India’s highway sector will also be enhanced through joint workshops, seminars, specialised training programmes and the publication of technical literature.
While both organisations will collaborate in identified areas, the arrangement remains non-exclusive and project-specific, allowing each party the flexibility to independently work with other organisations as required.
The MoU will remain valid for five years.
The partnership is expected to strengthen technical capabilities for building safe, sustainable and world-class national highway infrastructure. It also reflects growing cooperation between India and Norway in infrastructure development, technology exchange and sustainable engineering practices, further deepening bilateral ties and promoting long-term institutional collaboration.
