Himanta Biswa Sarma tables bill in Assam assembly by seeking to amend Cattle Preservation Billv

Guwahati/IBNS: The Assam government on Monday tabled the amendment bill for modification of the Assam Cattle Preservation Act in the state Assembly on the first day of the winter session of the state assembly.

The amendment bill, The Assam Cattle Preservation (Amendment) Bill, 2021 is seeking several modifications in the earlier bill which was passed in July last in this year.

Assam Chief Minister Himanta Biswa Sarma who also holds the charge of the Home and Political department had tabled the amendment bill in the Assam assembly.

 

“The proposed ‘The Assam Cattle Preservation (Amendment) Bill, 2021 seeks to amend certain provisions of the Assam Cattle Preservation Act, 2021 with a view to remove certain existing restrictions with the aim of facilitating utilization of cattle for animal husbandry and agricultural purpose. Further, to ensure strict implementation of the penal provisions of the Act, the bill seeks to introduce new provisions regarding investigation procedure,” the Assam Chief Minister said in the amendment bill.

He said, “We have brought two major changes in the bill. One amendment is that, the appropriate court on being approached by the police officer, having the authority of seizure under sub-section (3) of Section 11(10), may make such order for sale the seized vehicle/conveyance including boat, vessel etc., except cattle, through public auction, after being produced before the appropriate court during any inquiry or trial.”

Apart from the Assam Cattle Preservation (Amendment) Bill, 2021, the Assam government also tabled 14 other bills include the Assam Police (Amendment) Bill, the Assam Direct Recruitment Commissions for Analogous Posts in Class-III and Class-IV Bill, the Assam Tribal Development Authority (Amendment) Bill, the Assam Municipal (Third Amendment) Bill, the Guwahati Municipal Corporation (Amendment) Bill.
