Haryana Department of School Education launches Learning Enhancement Programme (LEP) in over 3,200 primary schools

New Delhi, Sept 16 (IBNS): Haryana Department of School Education has launched a massive Learning Enhancement Programme (LEP) in about 3,200 primary schools under its statewide Quality Improvement Program (QIP) part funded by Michael & Susan Dell Foundation (MSDF).

MSDF has committed US$ 2.7 million over three years to Boston Consulting Group (BCG) to provide QIP management support to Haryana. 

In June 2014, the state signed an MoU with MSDF, with both parties committing to make Haryana a leading state in quality education. QIP’s goals are to bring 80 percent Grade I-V and V-VIII students to respective grade-level competencies in five-seven years, and put Haryana among the top five in ASER, NAS and relevant third-party learning outcome surveys.
 
LEP, which is part of QIP, will cover 3,200-plus schools across 118 blocks in 21 districts and enroll more than 6 lakh students. It aims to bridge learning gaps of students by imparting competencies in Hindi, English, and Math in two phases. Hindi and Math are being rolled out in phase 1 in September and English in phase 2 in November.
 
“The goal of this program is to ensure that all students acquire all key competencies of the previous classes, necessary to come up to the level of their current class,” said  T.C. Gupta, Principal Secretary, Govt. of Haryana, School Education Department.

LEP is an urgent need as several studies indicate that a significant proportion of primary school students are deficient even in basic language and Math skills. Haryana’s monthly assessments demonstrate that a large percentage of its students are not on par. This learning deficit, if not addressed early, threatens to compound from one class to the next.

The government of Haryana should be commended for its leadership and we are honored to be a partner in a program which has the potential to become a model for the rest of India.”
