"The suspect came from outside the state," senior police officer Daljit Chaudhary was quoted as saying by NDTV.
He said another person has been arrested from Kanpur city.
The incident occurred at a time when Uttar Pradesh is gearing up to vote in the last phase of polling on Wednesday.
The result is scheduled to be announced on Mar 11.
