In Supreme Court, Centre pitches for quotas in promotion for SC/ST govt employees
New Delhi, Aug 3 (IBNS): The Centre on Friday told the Supreme Court that there should be reservations in promotions for government employees belonging to the backward classes.
KK Venugopal, who represents the Centre, argued that as the scheduled caste and scheduled tribes have face deprivations for thousand years, they should get 22.5 per cent quota in promotions.
In 2006, the apex court had ruled against quotas in promotions for the creamy layer of government jobs.
The court ruling stated that employees from scheduled caste and scheduled tribes could only get guaranteed promotions if the government comes up with hard data to justify the quota.
The Dalit community, however, argue that this order is having an adverse effect on the career growth of SC/ST employees.
The pitch for quotas in promotions of government jobs is seen as an effort by the Centre to appease the angry Dalit community.
Earlier, in the week, reports suggested that the Centre is all set to introduce the Bill to reinstate the provisions to protect the Dalits from any sort of atrocities.
According to media reports, the Bill is likely to be passed during the ongoing session of the Parliament.
The decision to reinstate the Bill was taken under the chairmanship of Prime Minister Narendra Modi.
