Assam NRC: 19 lakh excluded people may have to wait till Nov to learn reason
Guwahati, Sept 20 (IBNS): The 120-day window period for the people who were left out from the final National Register of Citizens (NRC) may have to wait till November to know the reason of exclusion and appeal before the Foreigners Tribunal.
Over 19 lakh people were excluded from the final list of NRC which was published on Aug 31.
According to the reports, the NRC authorities would need much time to get speaking orders detailing the reason of every person’s exclusion from the final list.
On Sept 18, the NRC state coordinator Prateek Hajela had issued a letter of the Standard Operating Procedure (SOP) and directed the officials involved with the NRC updation process to complete the process of speaking order writing as per final NRC, scanning of speaking orders, DO templates, additional documents, statements etc by Oct 30.
After completion the process, the NRC authorities will send the orders with the cause of exclusion to the people who left out from the final NRC and they can start filing their petitions at the Foreigners Tribunal.
In the letter, the NRC state coordinator said that – the circle wise final NRC details will be uploaded in the NRC master database through File Transfer Protocol (FTP).
“Scanning of speaking orders will start from September 23. A separate software application called DO Speaking Order Scanning Software (DOSpOS) will be rolled out for this purpose in all NRC Seva Kendras (NSKs) / Circle laptops. The district may decide if they want to undertake scanning process in at NSKs or centrally at offices of CRCRs or at FTVCs, depending on availability of uninterrupted electricity availability, reliable connections including earthing etc."
" Everyday minimum 10 speaking orders scanned per DO will be quality checked for ensuring matching of final NRC with speaking order, the ARN, result and reason of result are correctly recorded in speaking order, quality of scanning is good and legibility/readability is high, to ensure no mixing of ARNs, complete pages of speaking orders are scanned etc. Data from the quality checked format will be entered in spreadsheet and daily dashboard will be shared for monitoring progress,” said in the letter.
The NRC state coordinator set a deadline for the process and from Sept 27. The final NRC database will be matched with the speaking orders and the scanning of speaking orders will be started from Oct 11.
Scanning of additional documents and scan of DO templates will be started from Oct 25 and scanning of statements to be started from Oct 30.
The excluded people can file their petitions at the Foreigners Tribunal after receiving the notice of cause for exclusion.
A total of 100 Foreigners Tribunals are now functioning in Assam and the state government will set up additional 200 new Foreigners Tribunals in the state shortly.
The state government has already appointed 200 members of Foreigners Tribunals recently.
