Assam govt fails to submit UCs of over Rs 27000 crore till March 2018

Guwahati, Apr 29 (IBNS): The BJP-led Assam is yet to submit Utilisation Certificates (UCs) of over Rs 27,000 to the Union government till March 2018. 

A top source of Finance department of Assam government said that maximum government departments have failed to submit UCs.

The state finance department had regularly sent letter to the concern government and directed to submit all pending UCs, but the departments haven't submitted UCs.

Recently, the 15th Finance Commission visited Assam had cautioned the state government after failing submission of UCs.

The 15th FC cautioned the state government that, if the state government failed to submit UCs, then the state would be deprived to get more funds from the Centre and more corruption will also be took place.

According to the CAG, the state government had failed to submit 11,641 Utilisation Certificates (UCs) in respect of grants aggregating Rs 24,907.26 crore paid to 53 departments of the state government during the period from 2001-02 to 2016-17 were in arrears.

Out of 11,641 UCs worth Rs 24,907.26 crore, pending as of March 2017, UCs (7,067 Numbers) involving Rs 4,614.22 crore were pending for more than three years.

Meanwhile, the top source of the state finance department further said that among the departments which failed to submit UCs, the state rural development department is yet to submit over Rs 3500 crore while Welfare of Plain Tribes and Backward Classes failed to submit over Rs 2400 crore UCs.

Other departments which are failed to submit UCs are - Agriculture (over Rs 850 crore, Education (over Rs 3600 crore), Health (over Rs 2600 crore), Power (over Rs 900 crore), Revenue (over Rs 750 crore), Secretariat Administration (over Rs 2200 crore), Social Welfare (over Rs 2200 crore).
