Police said on Saturday that 35-year-old Ishwar Chandra Behera was arrested on Friday.
He was allegedly passing on information about missile activities conducted at a unit of India's Defence Research & Development Organisation. He was working at the unit as a cameraman.
Odisha's inspector general of police A.K Panigrahi said Behera had been doing this for the last 8-10 months. "He confessed that he had met an (ISI) agent in Kolkata a number of times and passed on vital information," he said.
Behera was found to have received 'substantial amount of money' transferred to his bank account from places like Abu Dhabi and Mumbai. Investigation was on to ascertain whether he had accomplices.
