CIL's coal quality till Nov 2022 goes up to 69 pc in FY23

New Delhi/IBNS: There has been substantial improvement in conformity to the declared grade of coal supply from Coal India Ltd (CIL) sources with grade conformity jumping to 69 percent as of November 22 this fiscal, the ministry of coal said Tuesday.

Since the grade variation—calorific value—of Indian coal extracted within the same seam at different points tends to vary, the coal ministry’s Coal Controller Organisation (CCO) assesses and declares coal mines' grades including undertaking annual coal mine or loading points grade declaration exercises.

Further, to ensure improvement in quality, the coal companies undertake periodic re-gradation of coal mines, introduce improved mining techniques like surface miners, supply of washed coal, first-mile connectivity for direct conveying of coal on the belt from coal surface/face to rapid loading silo, installation of auto analyzers, etc.

All the consumers of CIL have the option to ascertain coal quality from loaded coal wagons/lorries as per prescribed norms under BIS standards through accredited independent third-party sampling agencies (TPSA).

Apart from the Central Institute of Mining & Fuel Research (CIMFR) and Quality Council of India (QCI) two more agencies –SGS India Private Ltd (by CIL) for power & non-power sectors and Mitra S K Pvt. Ltd. for power sectors are empanelled to provide more choices of third-party agencies to consumers.

The coal companies also share 50 percent cost of sampling by third-party agencies.  The facility of joint sampling of coal is also available to the consumers.

Many consumers are using the coal app UTTAM (Unlocking Transparency by Third Party Assessment of Mined Coal), to view the third-party validation of coal supply and plan their coal usage.

Billing is done by CIL, initially, based on the declared grade of coal supplied, and later adjusted based on the actual quality of coal tested and established by the authorized third-party sampling agency.

The net impact of credit and debit note issued by CIL shows it has earned a bonus of around Rs 400 crores during 2021-22 and has already earned a bonus of around 201 crores during the current fiscal till October 2022, indicating the overall grade compatibility of coal supply supplied by the company.
