BAI seeks construction sector reforms, timely payments to boost West Bengal infrastructure
Kolkata/IBNS: The Builders Association of India (BAI), Eastern (Kolkata) Centre, has called for a series of reforms in West Bengal’s government contracting system, seeking greater policy uniformity, realistic rates and timely payments to support infrastructure development across the state.
At a recent interaction in Kolkata, the association highlighted several concerns facing contractors and the construction sector, including the need for a common methodology for calculating bid capacity across government departments and revision of the Schedule of Rates (SOR) for Irrigation, Public Health Engineering (PHE) and other major departments.
Rajib Manna, Chairman of BAI, Eastern (Kolkata) Centre, said engineers and contractors are important partners in West Bengal’s development and that the association wants to contribute constructively towards improving the state’s contracting ecosystem.
"Our objective is not only to highlight concerns but also to contribute constructively towards creating a stronger and more efficient contracting ecosystem," Manna said.
BAI called for the inclusion of nominees’ names in Form 2911, rationalisation of plant requirements for bituminous works and extension of contractor credential validity to seven years. It also sought uniform implementation of Micro, Small, and Medium Enterprises (MSME) rules and benefits across departments.
The association further called for rationalisation of the Defect Liability Period, immediate release of outstanding payments to contractors and restoration of the enlistment system across government departments.
"With greater uniformity in policies, realistic rates, timely payments and continued dialogue, we can collectively accelerate infrastructure development and deliver better projects for the people of the state," Manna said.
Sushanta Kumar Basu, former national president of BAI, stressed the importance of creating a stable and supportive environment for the construction industry.
"Engineers’ Day is an opportunity to recognise the contribution of engineering professionals and everyone associated with building the nation. A progressive contracting framework, supported by transparent policies and timely decisions, will enable contractors and engineers to contribute even more effectively to West Bengal’s growth," Basu said.
The association had also highlighted the significance of Engineers’ Day, observed annually on September 15 to commemorate the birth anniversary of Bharat Ratna Sir M. Visvesvaraya.
BAI said continued dialogue between the government, engineers and contractors, along with practical reforms in the contracting framework, could help improve the execution of infrastructure projects across West Bengal.
